This is one of two sets for helping students see that fractions can represent whole numbers, called for by CCSS 3.NF.3c. Students will see that 4/1 and 1/4 are very different numbers and see how these fractions can be represented on a number line. This is also part of a Grade 3 bundle of similar sets.
